The wheelchairs cost € 20 at most

The Ministry of Health already has in mind the contribution limits will users get when orthoprosthetic products such as wheelchairs or crutches. Following approval last month by the Council of Ministers of the royal decree establishing a unique catalog of products and prices for Spain, REASON has had access to the draft on the order of the Government by which regulate the provision Additional orthoprosthetic. The document, dated December 3, which has already submitted the report of the Advisory Committee on the subject, states that patients requiring reduced contribution products pay 10 percent of the price, with a maximum of 20 euros per prescription. In this category are included the most expensive products: manual wheelchairs, wheelchairs electric motor, all kinds of external prostheses (limbs and joints), hearing aids, orthotics (insoles and stabilizing dentures, corrective and protective), compression garments for burn patients or cushions for persons with spinal cord injuries, as well as the other products listed in the Annex to the Royal Decree.

Thus, for example, a wheelchair, which cost between 300 and 3,600 euros approximately, would in the worst case a payment of 20 euros. Or what is the same, between 0.5 and 6.6 percent of the total value of the chair, depending on their characteristics. In the case of a hearing aid-usually between 600 and 3,500 euros, the percentage to be paid by the user would be between 0.5 and 3.3 percent of the value of the product. Although not yet defined the orthoprosthetic that will not be included in the categoryreduced contribution, the crutches will be expected of them, to not appear in Annex reduced price. The delivery system in this case will, as in the pharmaceutical copayment, depending on income. Thus, workers earning between 18,000 and 100,000 euros annually-most-contribute 50 percent of the product price with a maximum of € 40 per prescription. Those who have an annual income of less than 18,000 euros paid 40 percent of the cost of Ortoprotesico, with a maximum of 30 euros.

Higher incomes, higher copayment

Its general rule pensioners pay 10 percent of the offering price of the product you require and the contribution limit will be set at 30 euros per prescription. Anyone whose income is above 100,000 per year, and have a worker or pensioner, be subject to a copayment of 60 percent of the cost, but in this section nor the draft royal decree or order determine no maximum input from the user. Given that the price of a crutch between 15 and 60 euros approximately, most workers should pay between 7.5 and 30 euros for a 40 euro or if you buy both. For pensioners, the cost would be between 1.5 and 6 euros maximum. For higher incomes, would get a crutch between 9 and 36 euros. All surgical implants and other products that are not exempted from outpatient dispensing this copayment. Nor will pay for any long-term unemployed, insertion income, non-contributory pensions, the disabled beneficiaries of special benefits system provided for in Article 12 of Law 13/1982, those affected by the toxic syndrome or victims of an industrial accident.

Although it is likely that the details of this new system of user input in orthoprosthetic products is discussed among the department heads Ana Mato and the regions at the next Council Interregional Health-was held at the ministry on Thursday, December 20, , still have to wait several months for these measures are put in place. The reason, according to a spokesman for Health explained to this newspaper, have yet to realize is that many aspects of the products and the prices of the portfolio orthoprosthetic. "Today, each region goes its own way and there are very substantial differences between communities, both in benefits that occur and the prices that apply." Thus, there are cases in which the cost of a product, a wheelchair, for example, varies by more than 1,000 euros depending on the autonomy in question. Also, while some regions and charged to patients for services orthoprosthetic, in some communities these products still had no cost to the user.

As said the Ministry of Health, Social Services and Equality in the month of November, the entry into force of this unified catalog will also estimated savings to the public purse of more than 53 million euros. To achieve this, the National Health System (NHS) set maximum prices for each product financing, which should be adapted to the suppliers. As specified in the draft only be financed by the NHS orthoprosthetic products included in this offer. "In the case of custom-made, will finance all who respond to the corresponding generic product type," says the document.
